meeting in Milan on January 11, 2010 with Mr. Min Castelli Cattaneo and Mr. Mr. Ass Mayors

1. HISTORY PROJECT

Preliminary Project RFI (2003):

- Construction of a 3rd track to accompany the current two-track line (trivialized) for the entire route: RHO - Gallarate

- increase of 50% of trains: passengers / day (PAX = 24> 36), Regional (R = 166> 252) and Merci (M = 29> 20), 219 [1] to 308 trains [2] ,

- Noise barriers to 6 feet tall,

- Localization The 3rd track in the current airbase (owned property) rail (RFI), for most of trafficking.

Dossier of engineering ITALFERR (October 2008), its approval RFI (January 2009) and Report System (June 2009)

ITALFERR Final Project (July 2009):

- Construction of a 3rd track to complement the current line with two tracks (trivialized), for sub question: Parabiago - Gallarate,

- Construction of a 3rd and 4th track to accompany the current two-track line (trivialized), for the sub is: RHO - Parabiago,

- Increase by 73% train: Sub regional (S), Regional (R) Long Distance (L) and Freight (M), the route Parabiago - CASTLE: from 219 [3] to 362 trains [4] ,

- increase of 100% of trains (Regional, Long Distance & Freight) for trafficking RHO - Parabiago: 219 to 434 trains [5] ,

- Noise barriers up to 8 meters high ,

- Location 3 rd Rail Route Parabiago - Gallarate 3rd and 4th Rail Route Rho - Parabiago airbase outside the current (state property) rail (RFI), and for many parts of it, especially at areas of high population density ,

- consequent expropriation / demolition housing for providing access roadway to city streets (which alongside the railway line) and for that reason being reduced cross-section.

2. the city administration 'liability insurance

The Administration was already aware of 2008 (having had meetings with the Province, Region and RFI) of the contents of the new draft, missed first:

- to inform in advance Citizenship and to propose, in the early meetings with RFI / Regions (early 2009), alternative solutions,

- to take a clear position (now) on Landfill Solution.

Alternatively, the Administration proposes solutions irrelevant [6] such

- reduction of 50 cm of the height of barriers,

- containment areas subject to expropriation (city street of Via Volturno)

- ghettoization, another area of \u200b\u200bLegnano (Via Boccaccio) whose inhabitants, having their home expropriated, will be heavily penalized by loss of economic value of the home (if owned) and they are forced to live close to the noise barriers.

3. BIRTH OF THE "NO TRACK 3" of wood

Publishing Corriere della Sera of the final draft by RFI, took place at the end July / early August 2009. The municipal government establishes the Office of the 3rd track.

Following the need to immediately send comments RFI requests from within a very short time (60 days after publication), founded the Committee of Citizens of the City of Wood "NO 3rd track" [7] , who immediately contact the City Council / Mayor, is meeting with all political parties and the Region of Legnano, and get his appearances before the Commission V LAND, the Regional Council of Lombardy Region, chaired by Eng. John Borden) in Pregnana M. SE - VANZAGO - POGLIANO M. SE Nov. 18, 2009.

The Committee again sought Legnano (Councillor Raffaele Cattaneo at the hearing of 25 November 2009) a "VISIT" Land of the Commission also to the rail of wood, now the Commission has not taken a decision.

4. HEARING [8] Councillor Dr. Raffaele Cattaneo of November 18, 2009

During Hearing this, Councillor Cattaneo illustrates the positive aspects of the final project, linking them to Malpensa Airport and Expo 2015, and, noting the need to maintain the projected costs failing to mention the negative aspects most important:

- the environmental impact on TERRITORY

- Health and Safety of Citizens,

- the problem of the expropriations.

5. ENVIRONMENTAL IMPACT

- Acoustic barriers will be implemented , (on both sides of these Rho - Gallarate 25 km long), then for a development of about 50 km, creating a territorial division of the municipalities involved. We discuss WOOD AND WOOD EAST WEST, EAST and VANZAGO VANZAGO WEST and so also for the other municipalities. In the past (thankfully no longer!) The wall between East and West Berlin, today (ahimè!!) DOUBLE BARRIER OF TRAFFICKING FOR STRATEGIC NATIONAL INTEREST RHO - Gallarate. Impacting CHOICE PROJECT ON ENVIRONMENT AND THEREFORE NOT FOR STRATEGIC AND TERRITORIES OF THE HIGH MILANESE Rho.

- for the inhabitants of the upper floors (2nd floor onwards) close to the noise barriers, ITALFERR (to mitigate / reduce the noise) provides for the closure permanent fixtures of / windows of their homes.

- in many cases, the noise barrier will be built close to housing: less than 1 meter from the main facade.

- health problems arise for people and the stability of housing, following VIBRATION and fine dust produced by many trains passing.

- problems arise due to the lack of sunlight and the free movement AIR due to BARRIERS EXTREMELY HIGH

near their homes

- will intensify the problems of SAFETY (see Viareggio) for

the large number of trains passing, especially those goods.

(passing freight trains frequently with materials / flammable liquids and questionable

knowledge and background).

6. ECONOMIC

The homes / houses near the railroad will suffer (this project is to expand the RHO - Gallarate) a decrease of 40-50% of their real estate value; many businesses will suffer instead of killing units with consequent block of the production.

7. REQUESTS COMMITTEE LEGNANO

- Final Cancellation of the project.

- New Project with BURIAL / TRENCH and / or location of some functions do not necessarily stations positioned along the existing double-track lines (especially for freight service and long distance trains) .

- Involvement Direct Committees and concerned citizens in the New Project.

- Serious Environmental Impact Assessment by the competent bodies in this area.

8. the NEXT ACTION COMMITTEE

are in preparation for conferences and meetings to inform the citizenry, wooden:

- is doing what the town council, the region and RFI

- What are the impacts ENVIRONMENTAL throughout the city caused by the final draft,

- GUIDELINES OF THE NEW PROJECT (PRELIMINARY)

- First considerations on the environmental impact of CASE NEW DESIGN compared with the previous project proposal.

level national, given the importance and size of the Opera / Project, the Committee will organize meetings with the local and national media, inviting the candidates of the coalition that will be presented to the regional elections in order to hear the views and discuss with them the problems outlined above.

The invitation will be addressed also to the Environmental Association local and national, to which we ask help / opinion concrete on this project.

BY NOW, the Committee intends to take legal action TARGETED TO STOP PROJECT ABSURD Quet ...
